According to the FBI, Terry Lee Haber and several co-conspirators were involved in an illegal enterprise involving the manufacture and distribution of counterfeit computer software and computer software documentation.

Between June 2003 and August 2004, Haber and several co-conspirators were involved in an illegal enterprise involving the manufacture and distribution of counterfeit computer software and computer software documentation in California, Washington, Texas and Hong Kong. The investigation yielded approximately $87 million in counterfeit software from Microsoft, Symantec, and Adobe, and identified more than 30 companies and websites in the U.S. that bought and sold the counterfeit products. Haber allegedly carried out the scheme by monitoring software sales on the Internet auction site eBay and by contacting eBay auction winners who purchased what appeared to be genuine software products. Haber then informed the auction winners that he would sell them the same version of software for a fraction of their winning bid. Haber allegedly made millions of dollars throughout the scheme. In 2004, Haber sold his property in the U.S. and is believed to have fled to Brazil to avoid prosecution. In December 2007, Haber was charged in U.S. District Court in Los Angeles with Conspiracy to traffic in counterfeit labels, documentation or packaging; and Conspiracy to Traffic in counterfeit computer software.
