Wanted: John Wesley Warr

(FBI) From 1995 to 1998, John Wesley Warr and others operated Leisure World Financial in Orange County, California. Warr and his salesmen advised senior citizens that Leisure World Financial provided FDIC-insured, short term, certificates of deposit (CD) with higher-than-market interest rates. Based on an FBI investigation, it was determined that Warr was actually operating a sophisticated teller-theft in which he stole up to 50% of the victims initial deposit, then purchased long term CDs maturing far beyond the elderly victims' expected life span. Warr and his co-schemers purposefully altered account statements and purchase confirmations provided to victims to disguise the large thefts from their deposits. Warr was charged federally in connection with the scheme by the United States Attorney's Office, Central District of Calfironia, and agreed to plead guilty. Warr, who was allowed to post bail, violated the terms of his release by routinely crossing into Mexico at Tijuana, where he maintained an apartment. A warrant for Warr's arrest was issued on 4/23/02. Shortly after the issuance of that warrant, Warr fled. Warr is believed to be living Mexico, though his location within Mexico is unknown. Information developed during the investigation indicates Warr may be married to a Mexican national and may be working at a quarry. Warr has family residing in New Jersey and has lived previously in Long Beach and Chula Vista, California.
