The Los Angeles city attorney is suing the state's largest health-care insurer, accusing it of unlawfully rescinding the policies of thousands of people.

Los Angeles City Attorney Rocky Delgadillo said Thursday he is seeking up to $1 billion in fines and restitution from Anthem Blue Cross, formerly Blue Cross of California.

Delgadillo says Blue Cross illegally rescinded more than 6,000 insurance policies, some of them for elderly patients.

Calls to Anthem Blue Cross' parent company, WellPoint Inc., were not immediately returned.
