A published report said a long-planned reservoir that would have served a Yorba Linda neighborhood where at least homes were destroyed in last November's wildfires has languished for decades.
The Los Angeles Times said records show that progress on the Hidden Hills Reservoir has been slow, even though $9 million sits in an account for its construction.
The newspaper also found that water officials warned nearly three decades ago that new homes should not be built in the area until the project was at least under construction.
Orange County firefighters estimated that at least three of the 19 homes damaged or destroyed in Hidden Hills Estates could have been saved had hydrants given them what they needed.
Water district officials have blamed the delays on uncertainty over how much the development would grow. They worried of wasteful spending if a large reservoir were built for too few people.
