L.A. Bans Demolition Of Downtown Flophouses
LOS ANGELES (AP) ―
The Los Angeles City Council has banned for at least a year the demolition of about 240 flophouses near L.A.'s Skid Row in an effort to slow gentrification in the area.
The moratorium is designed to let Los Angeles leaders puzzle through a problem that has plagued other booming cities: How to encourage gentrification and eliminate blight and crime while preserving affordable housing.
San Francisco and San Diego, both with overheated housing markets, imposed similar moratoriums on SROs, single-room occupancy dwellings, to preserve affordable housing in rapidly gentrifying areas.
The need for affordable housing is prevalent throughout L.A. County. A recently completed three-year study recommends spending $15 billion on affordable housing and preventative services.
