Man Gets 50 Years For Sexually Abusing Relative, 4

Hwang Videotaped Sexual Abuse

SANTA ANA (CBS) ― A Rancho Santa Margarita man was sentenced Wednesday to 50 years to life in prison after pleading guilty to 60 charges stemming from the videotaped sexual abuse of a female relative, 4.

David Shoutyh Hwang, 35, was arrested in 2003, along with his wife, Sheila Marie Sikat, who is scheduled to go on trial Nov. 17.

Hwang pleaded guilty to 26 counts of anal or genital penetration of a foreign object on a person under 14 years old, 13 counts of lewd conduct, 10 counts of oral copulation on a child under the age of 14, five counts each of kidnapping for child molest and using a minor for sex acts, and one count of sodomy on a person under 14 with 10 years difference in age, Farrah Emami of the Orange County District Attorney's Office said.

If Hwang had gone to trial and been convicted of all counts, he would have faced about 93 years and four months plus another sentence of 75 years to life in prison, Senior Deputy District Attorney Beth Carmichael said.

Between Jan. 1, 2001, and Feb. 1, 2003, Hwang kidnapped the girl on five separate occasions in order to molest her, Carmichael said. During the molestations, he produced four videotapes totaling almost four hours of explicit pornographic content featuring the girl, the prosecutor said.

Sikat, 26, is accused of participating in the same acts, Carmichael said. The prosecutor said she did not expect Sikat to plead guilty before her trial. She faces the same charges on the theory of aiding and abetting, Carmichael said.

Hwang said in court Wednesday that he wants to testify on behalf of his wife, Carmichael said.

She alleged that the tapes show all three engaged in sex, with the wife having sex with her husband, and he having sex with the child.

Hwang, who was sentenced by Orange County Superior Court Judge Gary Paer, will be eligible for parole when he's about 77 or 78 years old, Carmichael said.

"I think what the court offered basically assures the fact he will never get out of custody, (that) he'll die in prison," Carmichael said.

She said that although Hwang may be eligible for parole in his later 70s, she doubted that he would be released.

"This was the most horrendous case I've ever seen," Carmichael said. "It's the most horrible case I've ever heard of, definitely the worse I've ever handled."

Hwang was scheduled to enter his plea early Wednesday morning, but the hearing was delayed until mid-afternoon because he wanted assurances that he would not be sent to prison right away, ostensibly to remain in the area to testify for his wife, Carmichael said.

He faces some similar charges in Texas, but his wife does not, she said.
