Attorney, Accountant Charged In O.C. Medical Scam

SANTA ANA, Calif. (AP) ― Authorities say an attorney and accountant have been charged with participating in a $154 million "rent-a-patient" scam in Orange County, which has already netted 17 other defendants.

The Orange County district attorney's office says 60-year-old Roy Chester Dickson of Yorba Linda and 54-year-old Andrew Robert Harnen of Rosemead were arrested Wednesday.

Prosecutors say Dickson, an attorney for Unity Outpatient Surgery Center, and Harnen, the center's accountant, were part of a scheme that recruited patients from across the nation in order to fraudulently bill medical insurance companies.

The patients underwent unnecessary surgery in exchange for money or low-cost cosmetic procedures.
