Justice Department Backs Bush In Sonar Use Case

LOS ANGELES (AP) ― The Justice Department says President Bush was within his legal rights to exempt the Navy from environmental laws during sonar training off the Southern California coast.

Environmentalists counter that the executive office had no power to override a court's preliminary injunction.

A federal judge heard arguments from both sides Wednesday but did not immediately make a decision.

Bush signed the exemption earlier this month after the judge issued a preliminary injunction requiring the Navy to create a 12-nautical-mile, no-sonar zone.
