Black LAPD Officers Protest Captain's Promotion

LOS ANGELES (AP) ― The head of an organization of African American Los Angeles Police Officers has written Chief William Bratton to complain about a promotion soon to be handed to a captain who was once sued for discrimination.

Captain Richard Webb was promoted last week to commander and assigned as assistant commanding officer of the department bureau that oversees police officer misconduct investigations.

But Sergeant Ronnie Cato of the Oscar Joel Bryant Foundation says in his letter to Bratton that many black officers are disappointed at Webb's appointment.

Webb was the target of a discrimination suit that charged an officer was retaliated against because he pointed out that a black civilian employee considered a hangman's noose in Webb's office to be an offensive symbol that recalled lynchings.

The city paid $155,000 to settle the lawsuit.

A department spokesman defended Webb's appointment, saying he was promoted because the chief felt he was appropriate for the job.
