L.A. Mayor, Police Chief To Pursue Anti-Gang Bill

LOS ANGELES (AP) ― Los Angeles Mayor Antonio Villaraigosa and police Chief William Bratton are expected on Capitol Hill today to testify on behalf of an anti-gang bill that would provide funds for the city.

The Gang Abatement and Prevention Act would toughen federal penalties for gang-related violence and provide more than $1 billion for anti-gang programs over five years.

The funds are critical to supplement Villaraigosa's gang reduction plan that was approved last month by the City Council as part of the city's fiscal 2007-2008 spending plan.

But opponents of the bill have called its definition of gangs and gang crime overly broad and have criticized its heavy emphasis on punishment.

California Senator Dianne Feinstein is one of the bill's authors.
