Fresno, Surrounding Area Ranked Nation's Poorest

FRESNO, Calif. (AP) ― A new study says a San Joaquin Valley congressional district is the nation's poorest in terms of "human development."

The study says rates of income, health and educational attainment are lower in the 20th Congressional District that includes Fresno, Kings and Kern counties than anywhere else.

The "Measure of America" study funded by Oxfam America and other nonprofits says only 6.5 percent of residents in the district have college degrees, while the median income in the region is just $16,767.

Connecticut as a whole ranked first. California ranked 11th.
