Third Arrest Made In Burbank Murder Over Debt

A woman was found shot to death early Wednesday in front of a home in an upscale Burbank neighborhood, authorities said.

Police say they've arrested a 26-year-old Burbank woman in connection with a fatal shooting over an unpaid debt.
Bella Stepanyan is being held at the Burbank Jail without bail in connection with the murder of Jasmine Voskanian on Feb. 25. She is scheduled to be arraigned Thursday.
Voskanian, 49, was fatally shot on the front door of her Burbank home in the 4200 block of West Jacaranda Avenue on Feb. 25.
"The motive is believed to be a failure to repay a monetary debt," Quesada said. "This was not a random shooting."
Two men, Armen Mangasaryan, 29, of Burbank, and Arpiar Tergalstanyan, 20, of Glendale, were arrested earlier in connection with the shooting.
Stepanyan is believed to have been associated with the two men and the victim, Quesada said.
