Chase Ends With Crash In Pico Rivera, 2 Arrested

Policed chased a suspect through El Monte Wednesday.

Two people were arrested Wednesday when a pursuit that began in El Monte ended with a crash and a brief foot chase in Pico Rivera.
The pursuit began after the driver reportedly fled from a traffic stop.
Police pursued the light-colored sedan on the 605 Freeway, as well as surface streets.
The chase, which had reached speeds of 85 miles per hour, ended when the driver went into oncoming traffic and struck one vehicle.
There were three people inside the vehicle, but the front-seat passenger got out of the car at one point and surrendered to authorities. The driver, 23-year-old Richard Rodriguez of El Monte, ran to the back of a nearby apartment complex and was arrested there.
SKY 9 was still hovering when Rodriguez surrendered, dropping to the ground and spread his arms and legs before officers reached him. The first officer to reach him approached with his gun drawn, then he was seen kicking Rodriguez in the head. He and another officer were then seen jumping on top of the suspect and one officer struck him several times while trying to handcuff him.
El Monte Police Lt. Chuck Carlson says the department's Internal Affairs Unit will investigate to see if excessive force was used.
